
Official Letter No. 5751/BYT-PB of 31 July 2026 from the Ministry of Health, signed by Deputy Minister Nguyen Thi Lien Huong, to provincial People’s Committees and institutes and hospitals under the Ministry, on stronger prevention of dengue and other communicable diseases at risk of rising in the rainy and storm season.
Main points
- Provincial People’s Committees: strengthen surveillance and analysis to issue weekly outbreak warnings for each commune and ward under Article 22 of Circular 15/2026/TT-BYT of 17 May 2026; assign clear responsibilities.
- Carry out environmental sanitation, larval control and control of dengue-carrying mosquitoes regularly; encourage residents, households and neighbourhood groups to act; step up communication, inspection and supervision.
- Ensure medicines, equipment and staff; organise admission, treatment and triage. Institutes of Hygiene and Epidemiology/Pasteur: monitor, warn, support provinces in handling outbreak sites and send teams to high-risk areas.
- Ministry hospitals: review admission and treatment plans; set up professional hotlines and a remote consultation network (Telehealth); require private facilities to follow treatment guidelines and report cases.

A Ministry of Health instruction. Members who provide mosquito-control services should follow the plans of the provincial health department and commune People’s Committee where they work when they are called on to treat outbreak sites.
