Decision No. 1977/QĐ-BYT of 1 July 2026, signed by Deputy Minister Nguyen Thi Lien Huong, issues Guidance on disinfection measures and personal protection in areas with communicable-disease outbreaks; effect from the date of signing. It cites Law on Disease Prevention No. 114/2025/QH15.
Main points
- Principles: clean before disinfecting; prefer one-way wiping from clean to dirty, top to bottom, inside to outside; spray only where wiping is not feasible.
- Areas with cases: two-bucket method — bucket 1 soap/clean water for cleaning; bucket 2 chlorine solution with at least 0.1% available chlorine; keep surfaces wet for the contact time; frequently touched surfaces may use 70% alcohol.
- Vector-borne settings: where Aedes mosquitoes circulate — sleep under a net even by day, use authorised mosquito-control products, long clothing, door screens; where Anopheles circulate — prefer insecticide-treated nets, long sleeves in forests, hammocks with nets.
- PPE by transmission route; hand hygiene at least 30 seconds (six steps). Local authorities prepare under the “four on-the-spot” approach; the health sector guides and supervises technique. The Department of Disease Prevention leads dissemination.
VPMA’s note
This is Ministry of Health technical guidance for outbreak areas. Members providing insect-control services should check with the provincial health department when called to support focus treatment.
