
The Department of Preventive Medicine, Ministry of Health, issued Decision No. 97/QĐ-PB on 30 June 2026 on lists and forms for surveillance and reporting under Circular 15/2026/TT-BYT. The decision takes effect on 1 July 2026.
Main points
- Article 1 issues the annexes: infectious-disease surveillance reports; registers and reports on non-communicable disease and mental disorders; nutrition surveillance; and community injury-prevention surveillance.
- In the outbreak report and the end-of-outbreak report in Annex I, the outbreak section includes the line “Describe the intermediate factor and the disease vector (if any)”.
- The section on measures already taken includes the line “Environmental hygiene and killing of disease-transmitting insects”, together with direction, surveillance and outbreak response, communication, admission and treatment, and vaccination where relevant.
- The decision cites Law on Disease Prevention No. 114/2025/QH15, Decree 42/2025/NĐ-CP and Circular 15/2026/TT-BYT of 17 May 2026. It takes effect on 1 July 2026. The text does not set chemical doses.
VPMA’s note
When a business helps respond to an outbreak, the report of the health station and the centre for disease control has a place to record the vector and the insect-control work. Members should keep a field log that is complete enough for the health authority to fill in the form. They should not replace the health authority’s report. The Association should confirm how this line is applied in practice.
