
Government Resolution No. 66.18/2026/NQ-CP of 18 May 2026, Official Gazette issue 301 of 2 June 2026, effective 1 July 2026. Annex I.10 (Ministry of Health) drops four notification procedures for manufacture, testing, field trials and service provision under Decree 91/2016 (as amended), and shortens processing of new marketing-authorisation files at provincial health departments.
Main points
- In the chemicals and household/public-health insecticide and disinfectant section: the procedures under Articles 7–8 (manufacture), 11–12 (testing), 15–16 (field trials) and 42–43 (service provision) of Decree 91/2016/NĐ-CP, as amended by Decrees 155/2018 and 129/2024, are not to be carried out.
- Simplification subsection: for a new marketing-authorisation file under point (a), Article 22(6) of Decree 91/2016 (as amended), the provincial health department notifies the applicant to complete or amend the file, or issues or refuses an authorisation number; research and processing time for a new file shall not exceed 20 working days.
- The resolution cites Law on Organisation of the Government No. 63/2025/QH15 and Resolution 206/2025/QH15; it was issued by the Government on a proposal of the Ministry of Justice. Effect from 1 July 2026 per the Official Gazette page.
- Marketing-authorisation procedures themselves continue under the provincial assignment in related texts; this resolution cuts the notification procedures and shortens processing for one group of files.

The resolution cuts procedures and shortens timelines. Operating conditions and penalties still follow the related decrees. Members should ask the provincial health department about filing steps after 1 July 2026.
