Main points
- Article 1: under Circular 59/2023/TT-BTC, the appraisal fee for reissuing the marketing-authorisation certificate is 2,500,000 VND per time. From 1 July 2025 to 31 December 2026 the fee follows Decision 2495/QĐ-BYT of 4 August 2025 (the list of fees amended under Circular 64/2025/TT-BTC).
- Article 2: effect from the date of signing. Other contents of Decision 1684/QĐ-BYT remain. Reissue files received from 1 July 2026 until this decision took effect apply the fee in Article 1.
- It cites Decree 42/2025/NĐ-CP on the Ministry of Health’s functions and Resolution 66.18/2026/NQ-CP. Proposed by the Department of Disease Prevention; recipients include provincial health departments.

VPMA’s note
The decision amends the fee for one reissue procedure. It does not set a chemical dose. A member filing a reissue should check the fee with the provincial health department that receives the file.
