Circular 33/2026/TT-BYT: the minimum equipment list for border health quarantine includes mosquito traps, rat traps, sprayers and rat fumigation on ships

Circular 33/2026/TT-BYT of the Ministry of Health, signed on 29 August 2026 and in force from the same day, guides several articles of Decree 165/2026/ND-CP on the Law on Disease Prevention. Appendix VIII sets the minimum facilities and equipment for health quarantine at border gates, including equipment for insect and rodent surveillance and for disinfection and insect control.

Main points

• The Circular covers: the list of infectious disease microorganisms by risk group; biosafety levels for laboratory testing; management of infectious disease specimens; the minimum facilities and equipment for health quarantine at border gates (Article 17, Appendix VIII); and hygiene and health treatment when transporting bodies, remains and ashes.
• Insect surveillance (mosquitoes, larvae, etc.): mosquito traps, insect survey kits and consumables. Rodent and flea surveillance and sampling: rat traps, UV lamps for hygiene checks, flea-combing basins, stainless steel rat dissection trays, forceps, scissors, scalpels, cloth rat bags, gloves, flea brushes and flea aspirators.
• For waterway border gates: rodenticide sprayers, covering tarpaulins and rodenticide spray chemicals, used for rat fumigation on ships.
• Shared disinfection and insect control equipment at border gates: large truck-mounted disinfectant sprayers, special vehicles carrying large sprayers, backpack sprayers, hand-pump sprayers and thermal foggers. The Circular was signed by Deputy Minister Do Xuan Tuyen; clause 2 of Article 10 takes effect on 1 January 2028.

The list shows that vector and rodent surveillance and insect control treatment are a required part of health quarantine equipment at border gates.
